The Naval Institute convened an expert panel on shipbuilding on 14 May that included: former Chief of Naval Operations Admiral John Richardson; former Commander, Naval Sea Systems Command, VADM Tom Moore; former Assistant Secretary of the Navy for Research, Development and Acquisition, Sean Stackley; current NAVSEA Commander, VADM James Downey; and naval historian and business professor Marty Bollinger.
